Doug Heaton
Utah State Senate District 24
I believe that the freedom and prosperity of the United States of America is no accident. It is a direct result of adherence to the principles upon which this nation was founded and that when we abandon those principles, we will lose both freedom and prosperity.
This is why I want to give the voters a truly conservative alternative in the upcoming Election.

I Believe
I believe in the genius of the Founding Fathers. In my opinion, they were the greatest collection of political intelligence in the history of the world.
I believe in the principles stated in the Declaration of Independence: That all men are equal under the law, that rights come from God and are unalienable, and that the purpose of government is to secure those rights. Too often we find legislation curbing rights instead of securing them.
I believe in Constitutionally Enumerated Powers. That the Federal Government is sovereign only in its enumerated powers and that all powers not enumerated to the Fed are reserved to the States and the People.
I believe that there should be a healthy competition between the states and the Federal Government as the states resist Federal over-reach. It is the State’s responsibility to protect its citizens from Federal encroachment. (The 17th amendment seriously interrupted the intended balance of power between Federal, State and The People which was designed into the system by the founders.)
I believe that political objectives should be achieved in legislatures. Then there will be election accountability, not delegated to agencies where rules are made with too little public input and very little public accountability.
I believe that problems should be solved at the most local level possible. The Legislature should resist taking up questions that can be solved at the local level. One size fits all legislation rarely really fits all in a state as diverse as Utah.
I believe that education is critical to the ongoing success of the rising generation and that the responsibility rests ultimately with the parents and that the local school boards should drive curriculum decisions in the public education system. I support charter and private schools including homeschooling for those parents who wish to participate in those alternatives. I would support a voucher system to help parents who want to make those choices.
I believe that all governmental power is an extension of individual powers that are delegated to the government. Therefore things that are illegal for individuals should be likewise illegal for governments.
I believe that citizen delegation of power does NOT mean that the citizen can no longer exercise that right. The fact that we delegate power to the sheriff to protect us does not negate our power to protect ourselves. I support the second amendment.
I believe that wherever possible taxes should relate directly to the services which the State provides. For example, the gasoline tax goes directly to the construction and maintenance of roads and is proportional to the number of benefits one derives from the service, and that there should always be a measurable benefit to the taxpayer in exchange for his tax burden. In no case should taxes be levied for purposes of redistribution of wealth? “Welfare” is a private responsibility.
I believe that government welfare mostly weakens, rather than strengthens needy communities by replacing natural incentives with an entitlement mentality. I don’t think minorities are any less intelligent than the average, but I do believe that people in general quickly relinquish their responsibilities when offered something free.
I believe that wealth distribution programs damage the productive private sector by removing the product of their labor without compensation. It is a violation of the inalienable right of the pursuit of happiness. Robbery by the government is as immoral as robbery by private individuals.
I believe that in voting on legislation, every legislator should ask three questions, “Who am I trying to protect”, “what am I trying to protect them from”, and who is being damaged by this action. Legislation rarely creates a level playing field. There is usually an economic advantage driving a bill.
About Doug
I currently serve as chair of the Land Use Board for Kane County.
I served as a County Commissioner in Kane County from 2009 – 2015 during which time I participated in the process of litigation against the federal government on the RS-2477 roads. That litigation is just now concluding, and I just now received news that we have overwhelmingly won the case at the district level.
As a Commissioner, I took steps to dismantle a land-use tyranny and restore property rights in the County to the property owners.
As a Commissioner, I helped create the Kane County Resource management plan which became the model for the state of Utah to follow as it then required each County to create their own resource Management Plans to give them more leverage in dealing with the Federal Agencies and in preparation for a time when the State of Utah will have management of the Public Lands.
During my Commissioner years, I cofounded the American Lands Council which has fought for the right of States to own and control the lands within their boundaries. That remains a significant ongoing effort for me.
